He was born in Joplin, Missouri and raised by his widowed, Irish mother until her death when he was 11 years old. His father, a US Army Air Force Major, was killed in action in World War II when Joe's mother was 7 months pregnant with him. Lowe learned early on the value of hard work, teamwork, and perseverance.
Joe Lowe has a baccalaureate in public administration. He is married to his wife, Wendy, and has two grown children. He and his wife own a business in Rapid City.
Joe's leadership abilities were proven and earned. He was a national Incident Commander for one of the 33 Type 2 Teams in this country that respond to incidents of national significance. He has managed many of the large fires in our state, as well as the Missouri River Flooding. He has a wealth of experience in government and politics. He was Division Director in the Executive Branch of South Dakota Government for Wildland Fire suppression for eleven years. Joe was the Mayor of the City of Mission Viejo, California, in 1995. After a few months in office he inherited the Orange County Municipal Bankruptcy. Battling the County of Orange and the Wall Street lawyers, he recovered over 18.2 million dollars of the city's funds in the Orange County Investment Pool, more than the initial investment the city had made.
